Senator Grady moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:
Eng. Com. Sub. for House Bill 5412—A Bill to amend and reenact §11-8-26 and §18-2E-12 of the Code of West Virginia, 1931, as amended; to amend said code by adding thereto a new section, designated §18-5-55; and to amend the code by adding a new section, designated §18A-3-13, all relating to facilitating the modernization of educational programs and technologies that can prepare students for future workforce needs; authorizing multi-year contracts by local fiscal bodies to procure technology licensing service agreements; requiring maintaining documentation regarding the fiscal savings from authorized multi-year contract; extending the Mountain State Digital Project to include all of grades K-12; expanding the types of resources that schools participating in the project are to receive and the curriculum the resources must feature; requiring that a vocational education agriculture program be offered to all students at a public high school if the county board determines that sufficient interest exists; prohibiting the termination of any vocational education agriculture program at any public school unless the enrollment is the lowest enrollment of all vocational education programs at the school; requiring submission of a report to the Legislative Oversight Commission on Education Accountability if a vocational education agriculture program at a public school is terminated; providing that not later than the 2028-2029 school year, each kindergarten through fifth grade classroom teacher providing literacy instruction shall have received the training in the science of reading; establishing training parameters and time frames; requiring the receipt of a certificate of completion of the science of reading upon successful completion of training; allowing for provision of accommodations for certain counties; and allowing public charter school educators to voluntarily participate in the training.
